1 1:00-1:05 Matters from the Public and Committee Response:

Members of the public are welcome to provide comment on any public interest,
transportation-related topic, including the items listed on this agenda.
Limit 3 minutes per speaker.

2 1:05-1:10 Election of Officers(*):

The Rural Technical Committee will elect a chair and vice-chair for FY16.

3 1:10-1:15 Approval of the Minutes(*):

Attendees are invited to share briefly about current planning and transportation related activities in their locality or agency. There will also be an update on the MPO.

4 1:15-1:30 Updates and Discussion:

Attendees are invited to share briefly about current planning and transportation related activities in their locality or agency. There will also be an update on the MPO.

5 1:30-1:40 Bike Route 76 Corridor Study:

The Rural Technical Committee will review the final draft of the Bike Route 76: Existing Conditions Inventory. The Committee will provide a recommendation for the Commission’s consideration at their October meeting.

6 1:40-1:55 Review of HB2 Projects:

The Rural Technical Committee will review a list of projects proposed for HB2 submissions at the end of September.

7 1:55-2:10 Urban Development Area (UDAs) and HB2:

In the discussion about House Bill 2 projects, there is common uncertainty about how UDAs are involved in the process. The main confusion stems from what passes as a UDA and whether other growth areas qualify. This is an important distinction, as it could determine whether projects are accepted into the process. The Committee will discuss this topic, to bring clarity to these questions.

8 2:10-2:20 RLRP Update:

TJPDC staff continues its outreach effort with the RLRP Update. The Committee will assist with development of questions for an online survey that will go out to local officials and staff. The survey will help to guide the process and development of the document.

9 2:20-2:25 Rural Transportation Council:

At the September Commission meeting, staff recommended that the TJPDC establish a Rural Transportation Council. This body could serve as a subcommittee of the Commission and provide a policy lens for the RTAC’s technical recommendations.
