Public Notice: 2023-2027 HOME and CDBG Consolidated Plan

The Thomas Jefferson Area HOME Consortium, administered by the Thomas Jefferson Planning District Commission (TJPDC), receives the HOME Investment Partnerships Program (HOME) grant through the U.S. Department of Housing and Urban Development (HUD). As a recipient of this funding, TJPDC, in partnership with the City of Charlottesville as the Consortium’s lead entity, develops a Consolidated Plan every five years. The TJPDC will receive 15% of the funding for planning and administrative costs. The remaining funding is split evenly amongst the six localities that comprise the Consortium: Albemarle, Charlottesville, Fluvanna, Greene, Nelson, and Louisa.

The draft of the new Consolidated Plan, which will span Program Years 2023-2027 (July 1, 2023 – June 31st 2028), is available for your review.

The amount of funding will be determined each year by HUD. Over the past five years, HUD has awarded a total of over $3,000,000 to the Consortium. In the past five years, this funding has been used to develop affordable rental housing, housing for low-income homebuyers, assistance to homebuyers, and home rehabilitation.

Eligible activities that may be undertaken with HOME funds include:

  • Development and administration of affordable rental housing
  • Development of affordable housing for low-income homebuyers
  • Rental assistance and down payment assistance for low-income residents
  • Home rehabilitation and repairs for low-income homeowners

The TJPDC will hold one virtual and in-person Public Hearing on Thursday, May 4, 2023 at 7:00p.m. This meeting will take place in-person at the Water Street Center, 407 East Water Street, Charlottesville, VA 22902.

The purpose of this hearing is to share information regarding the HOME Consolidated Plan and activities, as well as to accept public comments on the components of the Plan, including the Needs Assessment, Market Analysis, Strategic Plan, and Annual Plan.
