Rent and Mortgage Relief Program

The Thomas Jefferson Planning District Commission (TJPDC) received Virginia Housing PDC Development Grant funds in FY2022 and awarded funds to several development partners. Earlier in 2024, funds in the amount of $660,000 became available for the award at this last stage of the project. Through an RFP process, we sought submissions from for-profit and non-profit developers for projects that would increase the inventory of affordable housing in the region through the development of new units using these funds. The funds can be used for new rental or homeownership units for households with incomes less than 80% AMI, gap funding for new affordable units, soft costs, material costs, equipment costs, contractor fees, and project specific marketing relating to the development of new affordable units. All units created using VA Housing PDC Development Grant funds under this RFP are to be completed and move-in ready, including Certificate of Occupancy, by June 30, 2025. The TJPDC has awarded the remaining funds to three organizations, with the available funding equally split.

  • Fluvanna-Louisa Housing Foundation is using the funds for new modular rental units at their Resource Court site in Louisa County.
  • Habitat for Humanity of Greater Charlottesville is using the funds for new construction homeownership units at Southwood in Albemarle County.
  • Nelson County Community Development Foundation is using the funds for new construction rental units at Roseland Apartments in Nelson County.
