NELSON CARES 2020: New Business types and home-based businesses are now eligible.

Nelson County is offering the Nelson CARES 2020 Small Business Assistance Grant Program under the federal CARES Act in order to provide financial support to business that have been adversely affected by economic conditions association with the COVID-19 pandemic between March 2020 and December 2020. Under this program, the County of Nelson will provide emergency grants to existing small businesses. Funding is limited and
applications will be accepted on a rolling basis. The County of Nelson reserves the right to determine eligibility on a case by case basis. The Thomas Jefferson Planning District Commission will administer the grant program in coordination with the County of Nelson. Submitted applications will undergo a review process. The Thomas Jefferson Planning District Commission will notify applicants of their application status within 30 days. However, every effort will be made to expedite the process. If approved, applicants will be required to sign a Grant Agreement before grant funds will be made available. Incomplete applications will not be considered.

Eligibility Requirements:

A business is eligible for up to $30,000 grant if it meets ALL of the following criteria:
  1. Business is physically located within the boundaries of Nelson County, Va.
  2. Business has been operating before March 12, 2019.
  3. Business can demonstrate ongoing business operations as of March 12, 2020.
  4. Business is expected to return to full operations after local and state emergency guidelines during
  5. COVID-19 are rescinded.
  6. Business suffered from business interruption caused by required closures resulting from the COVID-19 public health emergency; or
  7. Business suffered economic damages from business interruption caused by COVID-19 since March 12, 2020.
  8. Business employed 100 or fewer full-time equivalent (FTE) employees, including owner, as of March 12, 2020.
  9. Business has total annual gross sales of $5 million or less.
  10. Business does not have any current unpaid code enforcement liens.
  11. Business is not operating in violation of any State, Federal or local laws.
  12. Business is in good standing with Nelson County Government including current county taxes and valid state business license and federal employer identification tax number.

INELIGIBLE BUSINESSES AND/OR ORGANIZATIONS

  1. Banks and financial institutions
  2. Franchise businesses, except those that are locally owned and operated
  3. Non-profits

To Complete this Application, you Must Submit:

  1. Completed and signed W-9
  2. Valid state issued photo ID (can be taken with phone camera)
  3. Copy of active state business registration from Commonwealth of Virginia
  4. Copy of active Nelson County business registration
  5. W-3 Summary or IRS Form 941 prior to Feb. 15, 2020
  6. Information to estimate your company’s average monthly business expenses before Feb. 15, 2020
