Smart Scale Application Process

Staff have been working with local transportation professionals and Charlottesville-Albemarle Metropolitan Planning Organization to prepare for the August Smart Scale deadline to apply for transportation funds.

SMART SCALE is how the Virginia Department of Transportation prioritizes transportation projects through a biennial cycle. Project types eligible for SMART SCALE funding include highway improvements, transit and rail capacity expansion, bike and pedestrian improvements, and transportation demand management. Projects submitted by localities, MPOs, planning district commissions, and transit agencies are evaluated based on the following key factors: safety improvements, congestion reduction, accessibility, the environment, economic development, and land use.  These measures are weighed and scored against overall project cost. Each of these factors are weighed differently across the commonwealth based on certain characteristics such as population size.
