THOMAS JEFFERSON REGIONAL HOME CONSORTIUM
Public Comment: Draft CAPER PY23
The Thomas Jefferson HOME Consortium, administered by the Thomas Jefferson Planning District Commission, developed the attached CAPER report for the U.S. Department of Housing and Urban Development (HUD) regarding Program Year 2023, from July 1, 2023 – June 30, 2024.
The HOME Consortium is made up of all members of the TJPDC, including the City of Charlottesville, and Counties of Albemarle, Greene, Fluvanna, Louisa, and Nelson. Each locality has chosen HOME subrecipients.
CDBG funds are provided to the City of Charlottesville by HUD, based on population.
Public Comment
The public comment period is from August 19 – September 2, 2024. Charlottesville and TJPDC invite all interested citizens to comment on the Draft Program Year 2023 CAPER annual report. The report describes how the participating jurisdiction used funds to provide low-income affordable housing and community development.

ABOUT THE CONSORTIUM
TJPDC administers the Charlottesville HOME Consortium, the first regional HOME Investment Partnership Consortium in the Commonwealth. This program provides annual entitlement funding through HUD for housing rehabilitation, down-payment assistance or new construction for qualifying households in the region. The TJPDC works with the City of Charlottesville to make required submissions to HUD:
- • 10% for administration and planning
- • 15% to a Community Housing Development Organization (CHDO) for development of new affordable units through construction or acquisition and rehabilitation
- • The remaining 75% is split evenly between the six localities
Each locality provides housing assistance through their designated sub-recipient. These organizations are experienced in their respective housing programs, have the endorsement of each local government and have boards comprised of local citizens.

HOME-American Rescue Plan (ARP)
The Thomas Jefferson HOME Consortium was awarded a HOME-American Rescue Plan (ARP) grant in the amount of $2,795,087 by the U.S. Department of Housing and Urban Development (HUD). The HOME-ARP grant is a one-time allocation of funds to be spent through the year 2030. The HOME Consortium’s member localities have identified priority needs with the following eligible activities: (1) the development of affordable housing; and (2) the provision of supportive services.
