SMART SCALE Area Type Change Approved

The Commonwealth Transportation Board approved a SMART SCALE Area Type Change for the Thomas Jefferson Planning District Commission (TJPDC) rural areas at its December 9, 2025 meeting. This change, requested by the TJPDC, will go into effect for Round 7 applications. Staff worked with the Virginia Department of Transportation (VDOT) to present information on the Area Type Change to the Rural Transportation Advisory Committee, the TJPD Commission, and local Boards of Supervisors for support. Greene County Kicks Off Long-Awaited Water Project

After being in various stages of planning and development for many years, Greene County’s water project is on the move! The White Run Reservoir Water Impoundment Project will supply Greene County and the Town of Stanardsville with a reliable water supply into the year 2050.County officials officially kicked off construction of the project on December 9 with a ground-breaking ceremony for construction of the raw water main that will bring water from the Rapidan River to the reservoir, and a raw water intake and pump station to be placed in…

Regional Transit Work Continues With CARTA

The Regional Transit Partnership held its last meeting on November 18th. Members of both the RTP and the newly formed Charlottesville-Albemarle Regional Transit Authority (CARTA) celebrated their success in creating a regional transit authority to invest in transit improvements. RTP was initiated in 2017 to develop working relationships among transit providers and stakeholders. December 2025 Commission Meeting Updates

The TJPD Commission met on December 4, with the following items on the agenda:David Blount presented a 2026 General Assembly Preview.Gorjan Gjorgjievski provided information on a Safe Streets and Roads for All Implementation funding opportunity.The Commission received an update from Ruth Emerick on the TJPD Corporation, the agency’s non-profit arm.The Commission approved a Calendar of Meetings for 2026. No January meeting is scheduled. 2026 TJPDC Legislative Program Adopted

The 2026 TJPD Legislative Program has been approved by the six local governing bodies in the region. The Program has three top legislative priorities (Public Education Funding, Budgets and Funding, and Land Use and Growth Management), along with legislative positions in a number of other areas of interest to local governments. With input from the local governing bodies, a regional legislative program is developed and approved each year in advance of the upcoming Virginia General Assembly session.The 2026 Program is posted on the TJPDC website.

The Transportation Team both hosted and attended multiple events this fall.CA-MPO and SAW- MPO Joint MeetingCharlottesville-Albemarle Metropolitan Planning Organization (CA-MPO) and the Staunton-Augusta-Waynesboro (SAW-MPO) came together on September 30, 2025, for their biennial Joint Policy Board Meeting at the North Fork Meeting Center in Charlottesville. The meeting included presentations on the Afton Express, CARTA, Statewide Rail Planning and the Three Notched Trail.
