    Another Large State Revenue Surplus Announced

    Preliminary figures indicate that Virginia, once again, has completed the most recent fiscal year with a large revenue surplus. Governor Glenn Youngkin announced in July that preliminary estimates show that state revenues for the recently completed FY23 were nearly $1.5 million higher than forecasted last December (when an additional $3.6 billion also was projected to be available for appropriation by the end of June.) Key to the revenue increases were higher sales tax collection than expected (3.9% growth compared to a predicted 1.3% decline), payroll withholding growth of 4% and…

    VAPDC Summer Conference Wrap-Up

    The VAPDC Summer Conference in late July was a big success by all accounts, with informative sessions focused on funding opportunities in topic areas that included affordable housing, transportation and broadband. A pair of luncheon speakers also gave exciting presentations on the Port of Virginia and Virginia Space Flight Authority.     CDBG and HOME INVESTMENT PARTNERSHIP ANNUAL CAPER REPORT

    The City of Charlottesville and TJPDC invite all interested citizens to comment on the Draft Program Year 2022 CAPER annual report. The report describes how the participating jurisdiction used funds to provide low-income affordable housing and community development in the program year July 1, 2022 – June 30, 2023.The annual report is open for public comment from August 15th-30th.     JLARC Releases Long-Awaited K-12 Funding Report

    The Joint Legislative Audit and Review Commission (JLARC) on July 10 received a report from its staff on a review of Virginia’s K-12 funding formula, which previously was directed by SJR 294 from the 2021 General Assembly. Not surprisingly, the report found that public education in Virginia is underfunded, noting that local school divisions receive less K–12 funding per student than divisions in other states and several key funding benchmarks.     Southwood Project update

    On Monday, July 10, TJPDC and Virginia Housing staff performed site visits at Habitat for Humanity of Greater Charlottesville’s Southwood Development. As a part of Virginia Housing’s PDC Housing Development grant, a total of 12 homes in the development used funding awarded to TJPDC to pay for construction materials and labor. The houses include nine single-family attached homes and three affordable condo units. These units will generate affordable housing for those earning less than 60% Area Median Income (AMI), with most falling between 25-40% AMI. The Southwood project, while open…
